Indeed. “8 bit” is usually referred to the processor, and when 8 bit CPUs were common (like the 8080 or the Z80) graphics adapters could use no more than 2, 4 or 16 colors at most.
The 256 colors available in VGA mode became common with the 386 era.
If “8bit” meant “256 colors at most”, then it is.
