Click the source link, and artist tag, it’s not an O.C. It’s Pinkie. This artist draws her in this style sometimes. (As if the pink hair curl didn’t clue you in.) Unless you’re kidding around.
Though, oddly only hedgehog Sonic characters tend to have that “uni-eye” look. (Not counting Mina Mongoose from the comics.) Most Sonic characters have separate eyes. So it’s kinda odd this artist gives them all that eye look.

This is NOT a Sonic OC. This is Pinkie Pie rendered in Sonic style anthro.
Naoto Oshima was the one who designed the characters for the first Sonic game, and Yuji Uekawa (not to be confused with Yuji Naka) was the one who created their redesigns for “Sonic Adventure” onward. (Uekawa also illustrated “Ristar,” and some other games.)
Go look up the artist tag. That should probably tell you something.
