In practice, they give it to Congressmen.

Well… they do spend it on stuff. And invest it in stuff. And buy things they don’t need and only want on a whim, just like everybody else.

But as a general rule, people who become rich do so by not being the sort of people who spend frivolously. The ‘rich and famous’ sorts, who live lavish lives and blow all their dough on useless garbage typically don’t stay rich for all that long, unless they have a constant supply of money coming in via the millions made in acting and government. You want to crimp this nonsense in the bud, put a hard cap on what can be made in government based on the average amount of money made by American workers, an amount not to exceed X% of their total income. That’d light a fire under your congressman’s- oh, safe image, uh…
