In a way it can be true, since Sunburst is seen with three horseshoes in one instance in Sonic Rainboom, before getting the three raindrops all other subsequent times. But I just think of it as a “take one pony, change a couple things, and add wings” incident with the character designers, which would also explain how Cappuccino has the same mane as Ponet, or how Crescent Moon is seen with Whooves’ cutie mark in one instance (wingless, but retaining the same c/s), and it’s probably happened a lot more than just there x3…
 
‘course, if referring to the scene of all the Best Young Flier contestants it was chock-filled with wingified typically-earth-ponies, so it probably wasn’t even meant to be Sunburst in the first place, at least there.
 
In any case, I’d expect more people see the resemblance to Caramel, as opposed to mistaking him for Mandopony, which has happened more than I’d probably want to. x.X

Iirc Sunburst really has these colors. ;>  
His mane has much more red than Caramel’s. ;>

hold on a sec… Pegasus caramel is really this guy but someone messed up the coloring.
