Yes horses mature fast but then again Horses doesn’t do much aside from “eating” “prancing” and later “breeding”
 
Since they have human like intelligence, then one could assume their mentality has to develop like ours, thus school, and the fact that they mature more slowly for all that to take in.

I liked the horse age theory too myself tho, we even came up with speculations about time in general flowing differently in Equestria I recall (like, based on how the seasons passed during s1 and ponies controlling the weather and the seasons, one could even speculate that Equestrian years are actually much shorter than Earth years, thus fulfilling both aging options :p )
