Celestia is like a second mother to Twilight, before and after her ascension to Princess-hood.

@Korora12 It’s mostly based on the idea that for Twilight, Celestia is very much something like a second mother to her, so seeing Celestia be the one to initiate a hug to Twilight just brings to mind the associated feelings of closeness and compassion that comes with mothers and mother-figures.

While I don’t want to argue with your headcanon, I don’t see enough evidence in this pic to consider this Momlestia. It’s perfectly fine to hug and comfort someone in a non-maternal way.
