It was a play on her anthropophilia. It’s not the humans she likes; its their fashion.
And I’m pretty sure Time Lords can have any accent they want, seeing as the Doctor has had different accents along the way.
…That line didn’t make any sense either, seeing as ponies already wear pants.
I’m pretty sure the joke is less that and more how the headcanon involving Doctor Whooves persisted even after he got a speaking role with absolutely no trace of a British accent. Or it’s just a play on the headcanon itself. Remember, this is the series that had Lyra declare “I like pants!”
