In fairness, that was after spending a thousand years on the moon. She probably wasn’t at full power or at fully sanity.
However, learning that Luna can access everyone’s memories and control dreams gives Nightmare Moon more potential nightmare fuel. She could really screw up ponies minds if she wanted to.

Well, she was insane. When you’re crazy, “turn into a thorn and enrage a manticore” and “disfigure a sea serpent’s mustache” seem like ingenious, foolproof plans.
It’d be hilarious to see Luna taking that form for the night and scaring the guards :P
