A good video editing program today will include the necessary filters to simulate any sort of video and audio noise on a digital work from older equipment or the like.

Looks to me like letterboxing (to make it 4:3) + a lot of chroma blur + a few noise and scanline overlays.
Really well done though, since it’s extremely easy to screw up the effect.
How did they get this quality anyway, Did they copy it to a 20 year old VHS tape?
