Regardless I will, though I don’t feel I should do a re-post over such a small detail. I could just send a personal one your way in a message or is the notion of knowing its done enough for you?
Because that’s just how her tail is drawn.
Always three curls, and that white bit is always coloured in the dark purple that symbolized the inner side of the curls. It also doesn’t have any lines, it’s one solid colour.

Of course you can interpret it however you like, but normally this part is filled.
Why exactly? That’s not the tail itself, its just the background. Rarity’s mane and tail or all lines/strands… why would I color an empty space?
I was thinking of adding the lines myself, but the illustration was originally beautiful as is so I left it alone.
I tend to use mask when inserting Cutiemarks or “dual layers” of textures and color atop one another.
Sorry to keep bothering you about this, but is this the basic idea?
Do you bother using selection masks, or just paint over the lineart?
Oh no, I just separated the lineart itself, using black Edit>Fill to make a clone replica in a new layer.
