the change in color from light to darker in her iris and the edge of the large eye shine mark the edge of a circle which itself looks like the edge of an eyeball. then the rest of her eye pops out below it and to the right, appearing like a second eye beneath this rounder one.
 
except it doesn’t in this picture, and it’s just a shitty optical illusion. front bumpers aren’t faces either, unless you’re a moron.

Here - this is the best Luna “eye within an eye” picture I could find. It’s not really another eye, rather the iris and reflection parts of the eye line up just right to create the illusion.

That’s just how the eyes are designed in general. Her particular eye shape is why it can be picked out.
