Sevastopol was a “closed city” during the cold war. This meant that it was under direct administration of the central government rather than the local Oblast. Valikidu’s claim was misleading, but not entirely false.
All of that is irrelevant though, since Russia later signed a treaty abandoning its claims there and recognizing Ukraine’s territorial sovereignty.
