I can still see the original image under where you scribbled. Care to explain why the main body of this “wet mane” edit is pixelated, whereas where you clearly drew is choppy, undefined?
 
I mean, you might have not recolored, per say, but you definitely used a base of some sort.

Perhaps this isn’t the particular one you used, but there’s tons of these things floating around.
 
As for “fancy programs”, you do know about Gimp, right? Or at least google “free art programs”. And if you’re starting out with art, you might want to invest in a cheap tablet; if you can’t buy one for yourself perhaps ask someone for one for your birthday? It’s kind of obvious that you drew this with a mouse.
 
My advice is to draw daily, get a cheap tablet (do a little research, see what you find), and try gravitating away from bases. It’s good to practice on them, but after a while, you’ll want to be independent of them.
