Yeah, but all the characters acted OOC. And genocide? Maybe some mistrust in the populace at first. {I could see the ponies being skittish about the humans and vice versa.}  
Honestly, it would fit more into Luna’s character to be xenophobic, mistrustful, and maybe even hating of other races. {Humans especially.}

In my headcanon, ponies are xenofobic creatures.
 
So, do you see how they react to Zecora? Or a reformeed Discord? Or the entire Everefree Forest’s life?
 
They like their simple lives an laws… they are no evil, simple Conservative.
 
so, Xenolestia is OOC? Absolutly, but it is a cool and funny artifice to show what could happened in an interaction between humans and ponies.
 
The fandom exist for this, make things that the show can’t be.
