She hasn’t really been established as a flier equal in ability to Rainbow Dash. Fluttershy and Bulk Biceps were put on the team with Rainbow Dash knowing that Rainbow Dash would pick up their slack.
That’s how I understand it.
I’m not sure if she’s skilled enough at flying to compete against experience pegasi in the Games. :o
