Time having no meaning doesn’t necessarily mean that they live forever.
 
It’s more that they warned Spike about getting involved with short lived species.
 
Those couple of pages represent a very long time.

And then a couple of pages later he’s old and dying.  
I get the impression the author wasn’t really sure of his/her own dragon headcanon here.  
Either make them immortal or just long-lived. Both can work perfectly for dragons. Just don’t imply its the former, and then show its the later with no explanation whatsoever.
