Well, I have some experience writing Derpyfics. I’ll see if I can fit this idea into my schedule.
NOTE: This is by no means an attempt to call “dibs.” Everyone else is welcome to the concept. You will probably beat me to it.
I know that feeling. I can’t write, but I can come up with ideas.
I can not fanfiction. I’ve tried but can’t.

Your idea also slightly reminds me about a story called The Egg.
I have nothing else. There is nothing else to that can be said about Derpy Hooves. Nothing else needs to be said about Derpy Hooves.

It is said that when the powers that be created the world of Equestria, a single pony was born that was different. A pony that would always be. She was given eyes of gold that could survey all of the world around her at once, a gray coat to symbolize her connection to all ponies of all colors, the wings of an angel to carry her wherever she wished to be in this world, and a heart so full of love that she would have enough for each and every pony that would ever live. She is adorned with a cutie mark of bubbles. Bubbles that symbolize the beauty and freedom and fragility of each and every life in the world as they rise to the heavens.
The powers that be could only create the world. They could not touch, or see or hear, or smell, or taste their world. Through a cruel twist of fate they were forbidden from ever experiencing or loving their own dear creation. So they created one that could in their stead.
On that day, at the dawn of ponykind, the powers gave birth to Derpy Hooves.

Derpy is the world spirit, Like Luna is the moon and Celestia is the sun.
I think there will always be a Derpy Hooves. No matter what. They exist in such a way that no matter what period it is in time, there is one adult Derpy Hooves. Through some strange will of the powers that be, she will never encounter any of her younger or older counterparts. They somehow share the same friendship and love each and every Derpy has for each and every pony she will ever befriend. No pony will ever be aware that she exists this way. No pony will ever question that there is always a Derpy; There just always is. She is the flowers that bloom in spring and the leaves that fall in the winter; She is, to every pony in existence, Derpy Hooves.
This one, many years ago, before the reign of Discord or the Twin Princesses, happened to find and befriend a young alicorn named Luna.
This is why the current Derpy was in the VIP section of the Grand Galloping Gala and had a front-row seat at the Royal Wedding. Although she herself never wonders why Princess Luna is so nice to her, or why she always gets a ticket to any royal event. Luna is simply her friend and she is simply Luna’s friend. Like the magic that is Derpy’s existence, she simply accepts it as all ponies simply accept her.
