Ya, but the actual origin story of him is more a Mad Libs, the vat of chemicals being one of the things already there and it’s more to explain how his face looks that way, if it accounts for his madness it’s hard to say.
Joker even noted he like to leave his own origin as multiple choice.
One of the more commonly accepted Joker origin stories has him fall into a vat of chemicals while dressed like ‘The Red Hood’.
Considering the Joker is explicitly tied to a makeup factory many times, one can draw the conclusion that Mane-iac is pretty much a direct homage.

I find her more tragic, since she used to be natured. Joker’s craziness amplified after the incident but Mane-iac’s true self practically died.
