It’s stated several times: when Diamond Tiara says it and no one disagrees, when scootaloo says she wants to learn to fly by the next day, when dash says she might be able to fly some day in the future, when scootaloo says she didn’t want to ruin the show because she couldn’t fly…

Diamond Tiara wasn’t trying to “help” Scootaloo by some kind of weird “tough love” here. She was trying to hurt her, by undermining her confidence in her abilities. And DT wasn’t beneath lying about Ms. Harshwhinny to do it.

Comparing Scootaloo to a kid in a wheelchair isn’t really a fair comparison. It’s not like she can’t use her wings at all. She can use them to propel herself and can hover. Plus she looks normal. It would be more equivalent to someone with a limp or disproportionate legs. Basically Scootaloo’s condition is too sever or visually telling so it would be easier for a kid to attack that person. without so much of a conflicting conscious.

It is not cool tell to a kid wheelchair that he will never walk, that’s true and holy… but if that kid tries to walk over and over again, almost putting himself in danger, I think that I would say something to him.
 
I (and I think most of the people over a certain age) have a sense of constriant, and a basic understanding of what’s mean and what is not. Kids don’t.
 
Not that Diamond Tiara is justified completely, but she isn’t the Devil for that either.

You’re a mean pony who says mean things. Seriously, this episode confirmed it. You had to give considerable thought to how you could hurt the CMC when the standard “blank-flank” conceit wasn’t working. So you went after a pony’s “disability”. That’s low, even for a bully.

My headcanon is she’s usually in an unpleasant mood because of the discomfort caused by her special talent. Passing diamonds is both a blessing and a curse.
