Pretty much. It’s called chroma subsampling, it affects the red hues the most.
I remember reading somewhere it has to do with the digital video format that’s used - something about the hue channel being very low-resolution, and it only becomes evident in certain situations. It was a posting about optimal player settings & filters for use with MLP video files, and it pointed out how Dash’s mane tends to be the most noticeable victim of this artifact throughout the show.

Yeah it’s like that in every episode so far, but just on the red and orange parts oddly enough.
