It’s displaying that she is first meeting them. It wouldn’t make sense for her to have them there, so it isn’t lazy.
Just imagine the first half of this is the first half of the real opening but with better animation and stuff.

I love how they just pasted Luna in on Celestia’s scene. It’s literally the same intro with a couple of flash layers added on top for wings and Luna.
She may prefer not having one, or she assumes the throne during night time.
