That’s assuming every princess is equal in authority. After all, you can have a kingdom with one king or queen and several princes and princesses. Since Celestia was originally meant to be queen, it could be safely assumed that she has supreme authority over the entire realm with the other princesses having authority over lesser spheres of influence, still making it a monarchy. The Crystal Empire, despite the name, is at this point merely a province, at best, of Equestria.
