Evidence shows that everypony does it without even thinking about it. It’s as innate, involuntary, and constant as pegasus cloudwalking. Though it can be voluntarily deactivated, generally when aroused.
(For the record, I am aware of how ridiculous it is for me to have an explanation for the featureless crotch phenomenon. :P )

Just my head cannon on why ponies can walk around without clothes and yet not be “naked”.
Basically equestrian ponies have special folds of skin and fur/hair to cover their private parts.
