Maybe? I have a feeling that the comics just use whatever ponies that they feel would be amusing as background ponies regardless of logic. Otherwise, there are an awful lot of actual Ponyville ponies in Canterlot.
For reference, the TV show has a list of generic background pony models that can be used anywhere. While the fandom has given some of them names and personalities, the showrunners don’t worry about that and just use them to fill out a crowd.
