I think you’re referring to Luna’s guards, the ponies with the bat wings.
The pony in blue armor here is a night guard, who were patrolling all of Canterlot in It’s About Time. They were indeed within the Library, yet they were also patrolling the gardens and city streets as well.
So I guess it’s Night Guards and Luna Guards.
Get your facts straight!

I actually love this comic.
I’ll say that these OC designs are pretty good.
I owe that to a lot of constructive feedback I got from other members here on Derpibooru and DA. I made mistakes early on and did a redesign based on the feedback.
I’m glad there are people on this board who were willing to say, “you’re OC’s colors are too saturated and his mane looks anime-based”. That’s the kind of feedback I need to hear.

In all seriousness, even though Im not crash hot about OCxCanon shipping, like, at all, I’ll say that these OC designs are pretty good.
Actually, I really like the Medic design.
