Being out of their native environment or having different levels of activity can cause their hooves to get softer or sometimes harder than they are supposed to be, thus the need for more protection. Being soft or brittle can both cause problems.
Really, I’m no expect, but I do know that horses are high maintenance animals. Ponies would just know how to do the maintenance themselves.

No, they have the opposite problem. They need to have their hooves trimmed down because they aren’t wearing them down well enough. Hooves are, more or less, toenails. If one lets them get too long, they become uneven and ragged, and risk snagging and breaking.

Isn’t it the opposite? That tame horses don’t move much, so their hooves don’t wear down and harden like for their wild counterparts, hence the need for shoes. Shoes would indicate a more sedentary, upper-class lifestyle.
I like to think that the legions that pacified and expanded the early Equestrian Empire all wore these (and adorable little helmets) and that there was an ebil emperor named after one of them…
Enh. Kind of the opposite, actually. While piercings have no practical value, horseshoes provide protection that may be unneeded. They’d be more a show of excess caution, when you get down to it, especially since there are other options for dangerous fashion.
Heck, corrective shoeing is a thing for horses, so it’s not an automatic sign of fashion. Those are more like orthopedic shoes than a sign of rebellion on a child, or some kid wearing work boots. More sick kid or working class than what you’re going for in this scene, unless they’re supposed to be more punk than upperclass.
Look at what Rarity used with the Gala dresses, and remember that horseshoes aren’t as visible as something like earrings. They aren’t terrible visible as fashion items, so they aren’t the best for showing off. Socks, or leg wraps, are more likely as a form of ornamentation.
Something like Big Mac’s yoke is probably in the direction that you’re looking for. Saddles and bridles? Those are both visible and unnecessary, as well as being used in the show. Thinking about it, polo wraps are probable what you want here. Visible, high class, completely superfluous.
Just for future reference, there are multiple types of horseshoes, which can be used for different kinds of characters.

Well, to be clearer, I’m imagining the attitude to horseshoes is a little like pierced ears - nobody is surprised to see adults with them, but it’s not something you usually see on young children. It’s not a direct equivalence as they’re practical in a way piercings are not, but for those who don’t need horseshoes for work I imagine them as fashion items.
Which makes them, well, shoes. Doesn’t translate to piercings in the slightest.

I’m not sure how quickly walking around the stone roads and floor of Canterlot would wear hooves down, but given the past of Equestrian society, I’d be surprised if wearing horseshoes wasn’t ingrained across all parts of the population.
After all, it’s not like all humans need to wear shoes, either.

That’s exactly the idea I was going for - horseshoes are a rough pony equivalent to piercings. Real horses evolved to travel long distances on hard, dry ground which wears their hooves smooth and tough; I imagine city-dwelling horses don’t really need horseshoes as they have paved roads, so for the average Canterlottite they’re more of a fashion statement.
