yea, well (lets suppose) just say in pony equestria they have 16 and 8 y.o. for Twi that’s the equivalent of a fully grown mare and for spike like it so, a baby dragon. but in equestria girl that age (16) turns human Twi into a teenage, while 8 y.o for Spike the dog would make him be in he’s mid 50.  
the rest is magic so I ain’t gonna explain hay.

in EqG Spike seems mentally more mature than Twilight maybe for the dog age diference.  
but that’s just a theory, a pony-theory.

Going by Twilight’s age when she hatched him, Spike’s been around for 10 years at least.  
Zoe is a dog. A “normal” dog. Are you aware of how much is 10 years for a dog’s lifespan?
 
Trust me. Spike is older than Zoe.

Aside from the question of whether Spike is past the age of majority for Equestria, Zoe Trent is a dog, with a dog’s lifespan. She’s most likely younger than however old Spike is.
