Well neither are the rest of them, surely. Anyways, it does say ‘antagonist’ instead of ‘evil’. An antagonist can be a good guy even - they just need to be opposed to the protagonist.
 
Surely only Sunset is evil. Ive heard she turns into some sort of demon and tries to do…. something (havent seen the movie - obviously).
 
Flim and Flam were just slightly callous businesscolts, in the end they werent trying to actively harm anyone. Capitalism doesnt equal evil.
 
Gilda was a bully with anger management problems who basically got into a horrible spat with her slightly unthinking friend and flew off. Not evil.
 
And Trixie was only ever evil because of the amulet, before then she was just a jerk, and you can only say shes evil if the discorded ponies also count as evil.
 
That said - i really hope none of them turn ‘good’ for want of a better word. F&F are more fun like that, Gilda should be pissed off that her friend wasnt more loyal to her and Trixie should certainly become the rival (its pretty much that or give up completely at life - does she even have any self-esteem left?)

Or I could see Gilda fighting with Lightning Dust as she doens’t want Dash too hurt or wants to do the Dash hurting herself.

Now that Twilight’s a princess (and even to a certain degree before) she can’t really be matched up to the “common” antagonists.
 
I would consider Sombra to be her evil counterpart, seeing as how he’s an example of everything about Twilight going wrong (within the context of what little we know about him).

’Cus, Iron Will is not an antagonist, despite how many portray him as that.

You could feasibly apply Gilda to Pinkie.  
Trixie to Rarity is also a pair that should be explored.

Twilight: Sunset Shimmer and Trixie  
Dash: Gilda and Lightning Dust  
Applejack: Flim and Flam (which count as one, I guess?)  
Fluttershy: ?  
Rarity: ?  
Pinkie Pie: ?

I hope, by the end of the season, we can shuffle this around a little.
