I’ve always just assumed that F-d-L was the Ambassador from Prance, and that Rarity was also rolling her eyes at Fluttershy for mispronouncing “Prench” as “French”, a common mistake due to the way P and F are written in modern Prench.

No, she’s an immigrant from Prance who left the country because of the inner turmoil that is going on between the royal family and the rich against the commoners. (My headcannon.)
