Here is an idea. The three of them share an alicorn spirit. That’s why scootaloo can’t fly is her spirit is not complete and sweetie belle magic is not strong.

I want more Scootaloo based episodes. She’s had maybe 1 1/2, while Sweetie has had at least 2 whole ones, and Apple Bloom has had 4 or 5.
 
I’d settle for a definitive answer to her parent situation.
