It wouldn’t surprise me if Shining Armor needed to name a captain for the Crystal Guard, and asked Flash to come to the empire and be his captain because he was somepony he knew and trusted.

Wonder if he had went to flight school with Soarin’ and Spitfire, or was he an military buddy of Shining?

Oh, he’d definitely need character development.
 
But, I mean, it’s sorta obvious. With Shining (Twi’s BBBFF) now all love slave to Cadance and effectively out of pocket unless they’re visiting the Crystal Empire, Flash could be a surrogate older stallion that Twi could relate to; he’s a guard, likely has a similar personality, maybe that he sees Twi as a younger sister (making the flirtation one-way from Twi to Flash). It wouldn’t have to be much - look how little it took to establish Shining’s BG - one song and a few lines, for all purposes.

unless he is developed enough, he is not good enough for her. all of his character background comes from a human high-school marty stu. if his character just goes all ‘omg he is now the consort of the princess lol’ at the first episode the drama will increase.
 
if he gets more char development i don’t see why he shouldn’t be included and eventualy (only eventualy) romance will be an option.

I’m probably on the minority that I wouldn’t have mind if this was a flirtatious relationship that continued in S4.
 
You’d have to be super careful to not make Flash suddenly Twilight’s protector or the alpha male and distract from the positive message of “girls can be awesome too”. But at the same time, love is also real and while the Spike/Rarity provide comedic moments, its hard to take anything seriously.
 
All it would have taken is Twilight blushing the first time Flash shows up in an episode, a bit of rib-teasing by her friends, and letting it go. No, it doesn’t require S5 to end in her wedding. Just, a nice reminder that ponies have hormones too.
