I remember someone telling me that Celestia did not accept that role, because she feels partly responsible for her sister’s corruption, and she would not want someone very close to her to suffer something similar…
But basically, Cadance was added as a surprise in the series, obviously it was not planned and therefore it would not make much sense for her to be Celestia’s daughter. Also, I bet many would have wondered, who would be the father? and things like that, it would have been chaos.

Seriously, why didn’t anyone think to make Celestia be Cadance’s mother? She does not have to be a biological mother, being adopted is enough.
And before anyone says, “But she’s an adopted niece,” remember, I just think Celestia would need somepony (so closer to her) to keep her company, even if only for a short period of time, during her sister’s time of banishment.
Also, I think that having the role of mother would be a great challenge for Celestia.
