That is infection au Applejack. Phil has now made several videos on their infection au, and in all of them Applejack is depicted of having a long neck and creepy eyes.

from what i can tell, its an original infection au applejack (the video has “infection au” tagged) thats referencing a specific doppelganger from the original music video for the song used (the doppelganger man has the same ultra-long neck)
