Yes it is, but in chess over-the-board tournaments it’s usual to see the players put their kings in the center like that after the game ended so the digital chess board can record the final result. 2 kings on their own colours means the game was a draw. Both kings on a dark square is a win for black and both kings on a white square is a win for white. I’m not sure if that was the intention of the original image though.
