Is there a planned Zootopia sequel, or maybe an upcoming animated series? If not, I wouldn’t count too hard on Judy’s popularity growing, though she’ll likely be remembered for decades to come.
Frieren and Loona? Yeah, they’re probably gonna get more popular as their series’ go on.

Quite the interesting piece. Makes sense that they’d rally against Fluttershy, what with her show being around the longest and having many fans.
That said, Judy, Loona, and Frieren will have plenty more fans in time.

Fluttershy could literally discipline a full grown dragon with a stare, she befriended a being of Pure Chaos by showing him Kindness, and she forcefully reverse a petrification spell by staring down the Cockatrice that project it, you think a dog, a rabbit and an anime waifu could do anything to her even if they’re armed to the teeth?

She grabbed a grizzly bear (which can weigh an average of 400-600lbs (200-300kg)) by the head, suplexed it, and was still holding back enough to make sure she didn’t really hurt him.
With strength like that, the gun is just a tool used for emphasis.

Judy resorts to desperate measures in attempts to overcome Twilight’s popularity. Loona is interested too since she’s behind all Mane6 and both Celestia and… her namesake Luna in that rating. Obviously they chose the most vulnerable target for that. Or so they thought.
