I like to imagine that the Equestria legal system works hard to make sure criminals get properly sentenced
then the sisters pardon them all because Celestia is too kind hearted not to try to see the best in everyone and Luna applies 1000 year old despotic rules or just doesn’t care
then they stop after they realize that Luna is just as likely to hand out a death penalty
