If I have to guess, Rumble wants to continue to improve the artificial wings so a non-fying ponies/creatures can keep up with the Wonderbolts. He was inspired by the story of Wind Sock, so he’s probably doing this to continue his legacy other than just use it for a show that he almost couldn’t participate in
