Actually, it’s referring to a recent viral video/meme (which I can’t seem to find a link to right now), claiming that TikTok has so fried people’s attention spans, any video just of a person speaking has to splice “overstimulation footage” into the screen space just to keep viewers from immediately getting bored and wandering off.
I think it’s a reference to the episode where you find out how Dash actually learns things by her eyes constantly scanning things when she flies. So twilight figured out she can learn by focusing on multiple things at once so her mind won’t wander
