It was named after steak tartar, in turn after the Tatars because back then mediaeval Europeans thought that Tatars and Mongols ate raw meat as they tenderised their meat in the saddles.
Yes, it was named after the Tatars (when their name was used for the Mongols)!

I think it’s a pun on Tatarstan and Tartarus.
The location, Ufa, is in Bashkotorstan, somewhere near Tatarstan in western Russia. Bashkirs, the people who live in Bashkotorstan, are related to Tatars, as both are Turkic.
Fittingly, in the Middle Ages, “Tatar” was a term used by the European kingdoms towards the Mongols, perhaps using a pun on some Turkic tribes among the Mongol troops with the Greek underworld. This may due to the Mongol armies’ cruelty being feared by the Europeans, making them seem like demons. Eventually causing Central Asia to be known as “Tartary”, even in Russian! (Тартария).
Some of the tribes, who now live in Russia and southern Ukraine, name themselves as “Tatar”.
