I think the logic is that the level of suggestiveness in the show should be the upper limit of the safe tag, since unedited screenshots are always safe.

It’s indeed suggestive however moderately suggestive images go into the safe tag. That’s how moderators decided to handle these images. Only disproportionately suggestive images go into the suggestive tag. It’s unfortunate because that means derpibooru is a NSFW website by default even on safe tag since suggestive images are the baseline and it also doesn’t follow the safe tag description on derpibooru itself but that’s how mods decided to handle it.
