As are most show background characters, most of them only have fan names and no official names. The only difference between a character like Candy Mane and a character like Rain Parade is that one is a show bg character and one is a comic bg character.
But like, she doesn’t even have a name. It is a no name pony is what I am getting at.
Actually this character has been in the game since August 2020 and was one of only two background comic characters to be added in that update (those characters being this one (Rain Parade) and Sugar Beet)
