DeviantArt’s inner workings are weird and inconsistent. Sometimes, even if there isn’t a “download” button under the picture, you can still get the original full-res pic by clicking on the image itself to zoom in, then right-clicking to save.

But that doesn’t work for this specific pic, so who knows where the uploader got it. Directly from the artist themself, would be my guess.
