For comparison, competitive decks in this year’s standard, with planeswalkers that could generate token creatures, all actually cost loyalty to do so. Faust creates an extra token no matter what makes that token, and white and green have plenty of token making cards already used in competitive decks.

Looks very undercosted to me. Standard-legal sets have only ever had one three-mana planeswalker who generates tokens as a + ability (Nissa, Voice of Zendikar), and those tokens are 0/1s with no abilities. A vanilla 1/1 on a + is already above curve, but a 1/1 with a strong upside is very powerful, and a 1/1 with a strong upside combined with a vanilla 2/2 is downright broken even without such a strong ult.
