Tanks can level independantly just fine. And if this is warcraft, which it seems to be, you’ve got dual spec.
Maybe she’s a Druid? If I recall beast druids used to be amazing solo leveling.
Could be worse. She could be a healer.

Although I believe she would do better as a dps melee.
Still, such a role wouldn’t be independant enough for solo leveling I’d think for her.
I could still see her being a high damage fighter though. How does she hold aggro? Why doing damage of course! Simple!
Though I bet Applejack would do more of the tanking.
She probably likes being in the fight. Trust a Hunter, standing on the rim and shooting stuff isn’t as fun as being in the think of it.
