This might seem at odds with what we eventually learn about Scootaloo and her parents, but they were likely just never around that much to give her the same kind of encouragement Dash got from her parents, more out of their busy work than actual neglect, since they do love her very much. Holiday and Lofty admitted in the comics that they hadn’t always been so involved in Scootaloo’s life, and again, not out of a lack of love on their part.

Regardless, poor Scoot’s tied down with so much emotional baggage.
