That is true but RD isn’t just about her cocky personality. Just because Zipp doesn’t have one trait of RD, doesn’t mean she not RD.
But she doesn’t have this cocky personality, which is what makes Rainbow Rainbow in the first place. So personally, I never really thought of her as RD.

I don’t see Zipp as totally 100% Dash, yes she may be modest and is not so much an egoist. I only see on the outside, i.e. both have tomboyish trait/look. And also Zipp only remind me of Dash in first glance nothing on the inside is the same. And I can see why Hitch can be an RD but there just not too much similarity. And Zipp being a truthful pony can also be implied to RD as sometimes she does speaks the truth even more that Applejack
On the other hand, Hitch being a mix of Flutters and Applejack is more plausible. Hitch and critters are a thing, as shown and implied in the movie. As for Applejack, she and Hitch are both hardworking pony. Also both of them are brave, reliable, strong ponies. Although I understand what you said that Hitch always implies that he is the sheriff, he just stated that it is his responsibility. His badge is his pride, a feeling of honour and self-respect. Same as Applejack and her hat. And both of them are stuborn

You can’t let their natural species limit your judgments on their characters.
I totally don’t get why you like to see Zipp as Rainbow. They’re completely different in their personalities. Zipp is modest, down to earth, and loves the truth. Remember when she said she hated the whole fake royal flying scam, and bided down there to get away from all that? She loves the truth. She behaves calm while facing problems, and even comforts other ponies when they’re sad. On the other hoof, Hitch is more like Rainbow Dash. He loves showing off and being looked up to, and is sometimes full of himself.
See? That’s how it is. Not the other way around.
For me I saw Zipp as dash and Hitch as a mixture of Applejack and Flutters
