No, I see it too - likely because that’s almost how teenage-filly Cadance wore hers in Canterlot Wedding flashbacks.
It would be curious to see that drawn out on adult Cele, though.
Every time I initially look that panel, I see a ponytail in Celestia’s mane before I notice the rest of Scootaloo in the background. If you have a hard time seeing it, ignore Scoot’s face and forelegs, imagine her ear is a hair tie, and that her mane is part of Sunbutt’s since it’s the same color as the hair next to it.
Except of course when those patterns are made by humans, for humans.

Yeah, he has no mane or tail, he’s totally an Observer.

When I mentioned him, he opened up the comics and pointed to every mention of him. He knew exactly where he was, each time. He seemed excited about it.
He told me he was a reference to the show Fringe!
I asked if he played a role in any future comics. When I asked him, he paused. He then laughed a bit and said “No comment!” with a smile.
So who knows!
