The movement was spearheaded by Equestrian Child Protective Services, who started a donation drive selling support cards, with the profits going into a fund to support future foals in need.
Realising that the problem wouldn’t pass, the Minster of Justice announced they were launching a formal investigation regarding the fate of Cozy Glow. Though, more outrage sparked when a rogue group of jurists within the Ministry resigned or was fired after openly accusing the committee of refusing to examine possible liability from the Princesses and Discord in the matter.

That sounds like a flimsy excuse for writers to not care about good writing or world building. Betcha they never even stop to think on the implications of Equestria being a land where children are tried as adults.
Well, in that aspect I would blame Hasbro for that, if there had been a tenth season it could have happened but since the series had to end there anyway…
And yet, a normal prison could have held her. You can bring up her crimes all you want, but this is a universe where other people with similarly bad deeds got second chance, therefore, she deserved one as well. And considering the actual damage she caused, which is basically nothing, its another reason to give it to her.
Cozy Glow after trying to commit murder, inciting rebellion, causing a magical disaster where he put multiple lives at risk, trying to lock the guardians of Equestria in Tartarus, trying to kill Starlight and the Young 6 in the magic vortex with those artifacts, trying to kill the rector, putting 2 dangerous and criminal villains in Canterlot, theft of dangerous materials, terrorist attack against Canterlot, the princesses and Twilight, attempted murder again against the Mane 6, the princesses, Spike and the royal guards without counting the possible victims resulting from exploding the castle, trying to kill Discord, the princesses and Starlight again, attempted murder against the Mane 6, cooperating in the attempted dismemberment against an infant (because it seems that the “this is exaggerated, it’s only an infant” only applies if it is with Cozy and does not apply when they tried to tear off Spike’s wings) attempted murder once again against the members of Equestria and beyond when they went to battle against them to save their home from evil, ETC: she didn’t deserve this

They are right, Cozy needs to be freed from stone and given the same second chance that others got. Failing that, she should at least be put into a normal prison or mental institute rather then being turned into a glorified trophy. Hopefully they’ll prove to be successful in the matter and maybe even give Discord some liability in the matter.
