I think that Principal Cinch is the worst villian because she only cares about Crystal Prep winning and not caring about everyone else’s safety as well as her own.

Wallflower has some sympathy going for her. She got enough development that you can see her point of view and be reasonably sympathetic, even if you can’t justify or excuse her actions.
Neither Cinch nor Vignette have that going for them. Cinch is an authority figure who abused her authority in order to achieve her own selfish ends, and thus is encouraged to be hated by the viewers. Vignette is a vapid, selfish idiot who values style over substance. That’s my opinion, at least.

Besides being attractive there is absolutely nothing enjoyable about vignette character that on top of her reformation after she almost committed genocide. Principal Cinch had a good song and is supposed to be detestable in love to hate or just hate sink territory so shes a better character.

Vignette, at least from a narrative standpoint.
 
Cinch was supposed to be detested and instead of a lackluster sob story the narrative just showcases she’s a bad person that must be stopped.
 
Vignette is supposed to be more likeable but her annoying quirks, unlikeable personality and lackluster reasons to be sympathetic just makes her flat out unenjoyable.
