Nope, someone changed the rating after it became featured. “Safe” is required of all featured images.
Normally existing while having normal boobs is “safe” unless there’s some element that would put the rating higher such as nudity or heavy visual focus on the boobs.
Not sure if this qualifies as suggestive at all.
Is a modest amount of cleavage on an anthro suggestive?
